Avec le programme « Action Publique 2022 », le gouvernement français promet de régénérer en profondeur les principes de rationalité qui conduisent l’action publique. Empruntant aux principes de l’Open Data, sa proposition d’État-plateforme. entend en effet donner plus de place à l’individu, instituant de nouveaux flux d’information et de nouvelles co-productions. Dans quelle mesure cette réforme de l’État peut-elle contribuer à une véritable évolution institutionnelle marquée par la recherche d’une rationalité accrue ? Pour répondre à cette problématique, nous empruntons ici à la Nouvelle Economie Institutionnelle, pour concevoir l’État plateforme comme une nouvelle forme d’organisation, tentant de limiter les coûts de transaction entre ses différentes relations constitutives, en innovant et en modifiant son cadre institutionnel.

“Plateform-state”  :  towards a new rationality of public choices  ?With the program “Public Action 2022”, the French government promises to regenerate in depth the principles of rationality that drive public action. By borrowing the principles of Open Data, it intends to give more space to the individual, instituting new information flows and new co-productions. To what extent can this reform of the state contribute to a real institutional evolution marked by the search for an increased rationality? To answer this problematic, we borrow here to the New Institutional Economy, to conceive this “Platform State” as a new form of organization, which tries to limit the transaction costs between its different constitutive relations, by innovating and modifying its institutional framework.
