To counter the United States, China is seeking to reform the international system to its advantage. Faced with these two superpowers, Europe may look like it lacks capabilities. But it is by no means without options. It can defend its interests in the economic sphere. And it must safeguard its values by resisting Chinese interference. Constructive cooperation with Beijing is feasible on several critical global issues, particularly climate change and Africa’s future.
