Indicators are increasingly being used as measurement tools in public forest management. This article aims to show that an indicator can be considered as a structuring point for forestry negotiations. The emergence of an indicator does not change the place, the actors, or the object of the negotiations, but it does have a significant influence on the discussions’ initial agenda, the strategic coalitions that form, and the direction taken by bargains and the issues at stake.
