Parliamentary democracy and military occupation are two radically different worlds. The former is based on freedom, while the latter is based on arbitrariness. The citizen chooses his representatives, while the occupied is subjected to a foreign authority. One can only accept the legitimate violence of his State, while the other must suffer the illegitimate violence of the occupying power... It is therefore clear that these two systems are absolutely irreconcilable. And if occupation cannot in any way be transformed by democracy, democracy can be deeply devitalized by occupation.
