The changing role of the heat network stakeholders in urban design

This necessary crossover is related to the complexity of the implementation process of this type of network. It is necessary to manage and reconcile a number of potentially conflicting objectives, especially between the economic viability of an urban heat network and the reduction of the energy needs in buildings. To integrate this complexity, the technical knowledge of the network operator (such as the CPCU—Paris Urban Heating Company—in Paris) is essential. Nevertheless, the analysis of three Parisian urban projects—Clichy Batignolles, Paris Nord Est, and Paris Rive Gauche—has demonstrated the key role played by the urban developer much more than the role played by the CPCU. In the case of the three analyzed projects, this stakeholder remains in its role of heat network dealer, a key player, but is not very active or influential in urban planning.
