Cyberterrorism has been mentioned forover ten years as one of the major dangers ofcyberspace. It also serves to justify plenty ofgeneral measures of cyberspace surveillance.However, experience shows no example of“cyberterrorism”: it seems that it is firstand foremost a speech (representation) usedto legitimize a policy of « domination » ofnetworks. The United States are the firstto develop such an attitude. However, thisdoes not mean that the terrorists do not usecyberspace, but in a roundabout way. Thus,for terrorists, cyberspace would be more atool than a target.
