The Andaman and Nicobar Islands: an archipelago at the heart of the Indo-Pacific

They are ideally located at the entrance of one of the most important straits in the Indo-Pacific, yet they are kept closed and on the sidelines of major regional dynamics. Is this situation likely to change at a time when India is positioning itself as a major player in the Indo-Pacific and when the concerns of many states are focused on the security of maritime routes? The visit of Prime Minister Modi to the islands at the end of 2018 seemed to confirm that, yes, change was on the horizon, as did his remarks two years later, highlighting that Andaman-and-Nicobar would have a crucial and increasing role to play in the context of the Indo-Pacific. However, we will show that this role should rather remain discreet, limited, and ambiguous. This is because the Indian government perceives them first through the prism of domestic political issues, then envisions a very uncertain path of development for them, and finally prioritizes caution regarding their militarization.
