From the beginning, Unesco has played an important role in facilitating worldwide communication. This text relates some of the Organization’s actions as a facilitator of international information exchanges, in particular by creating forums for exchange between actors at an international level. Its engagement contributed to overcome many problems imposed by the historical context of its first decades of existence. The proposed view of initial political contradictions and of a subsequent dynamic process illustrates Unesco’s decisive role as an international forum for fostering communication and mass media.
