New psychoactive substances (NPSs) refer to “narcotic or psychotropic drugs, in pure form or in preparation, which are not controlled by the United Nations drug conventions, but which may constitute a threat to public health comparable to that posed by the substances listed in these conventions.” In reality, drug users today may consume NPSs (or more broadly new psychoactive substances including natural products), but they may also consume older substances in new ways.
