Dynamic, attractive metropolises, with all the resources needed to build innovative policies, are contrasted with small industrial towns caught in a spiral of decline. Nevertheless, such urban areas can also become laboratories for ecological and social transition, as illustrated by the case of Grande-Synthe. Here, Clément Cayol shows that, in addition to the tax resources it enjoys, the success of this model commune is largely due to the figure of its mayor, Damien Carême, to the latter’s great benefit.
