What are we (still) negotiating in Syria? While the conflict has lasted for almost a decade, international negotiations of various types and formats nevertheless continue. This article aims to unravel the web of negotiations dealing with the Syrian conflict. It shows how seemingly straightforward questions, such as the reasons for negotiating, the partners and the subjects of negotiations, and the limits of the negotiable, are considered differently by different actors. Looking at humanitarian and political negotiations together is useful for understanding the multiple uses and functions of negotiations in Syria. The Syrian case ultimately exemplifies how negotiations can become an integral part of the conflict, even in its military dimension, revealing tensions and entrenched oppositions between the multiple actors involved.
