The perpetuation of policies of administrative simplification signs a relative failure of the measures implemented so far. The simplification still anticipated structures such as the modes of operation of public action, recognizes implicitly the inability to exceed the current factors of complexity. The increasing sophistication of the reasoning embedded in the public decision also continues to complicate the public action. Therefore, to be anchored in reality, simplification must be subject to regulation, which must be based on a reduction in the administrative “burden” as well as a reassessment of the public.
