Who shifts when public opinion shifts?

Using pooled data from the European Values Study, I investigate whether opinion trends are mirrored among all strata of the European population. Confirming the “parallel publics” hypothesis, but in contrast with the literature concerning mass opinion polarization and increasing competition for public welfare resources, this article finds very uniform opinion shifts among various social groups. While some scholars posit that ordinary citizens are uninformed and unconcerned, these results suggest that they share a common understanding of messages originating from the surrounding environment. Thus, sub-publics can respond evenly by moving in the same direction, and by displaying a growing demand for state intervention.
