Abrégé : The purpose of this article is to trace the evolution of aid policies with a new public management (NPM) perspective. The analytical framework is derived from the implementation of NPM in firms and the “absurd strategies” it induces. The results also reveal what this method leads to with regard to actors’ approach to aid management and implementation.
