L’entretien réalisé avec François Jeger, socio-économiste, directeur de l’Unité de recherche sur le vieillissement à la Cnav vise à retracer la genèse de la question de la barrière d’âge s’agissant des personnes âgées dépendantes et des personnes en situation de handicap et à envisager son actualité. Après la création récente de deux prestations distinctes, l’Allocation personnalisée d’autonomie (Apa) et la Prestation de compensation du handicap (PCH), la suppression de la barrière d’âge évoquée dans la loi de 2005 sur le handicap s’est heurtée à des difficultés de mise en œuvre et surtout à un risque de créer une prestation difficilement finançable dans le contexte actuel.

AUTONOMY AND THE AGE BARRIER: TOWARDS UNIVERSAL ENTITLEMENT? This interview with François Jeger, socioeconomist and head of ageing research at the Cnav, France’s pension-paying organisation, focuses on the age barrier in respect of the dependent aged and the disabled, and seeks to summarise the current state of affairs. After the recent creation of two separate benefits, the Personal Autonomy Allowance (Apa) and the Disability Compensation Allowance (PCH), the suppression of the age barrier mentioned in the 2005 handicap legislation was faced with implementation problems and, most importantly, the danger of an allowance which would be difficult to finance in the present context.
