While the notion of territory is frequently invoked, the term takes on a rather distinctive meaning when used in connection with employment policies and vocational training, especially under pressure from European norms. The territory is seen as a space not only for the construction but also the implementation of new collective norms generally devoid of any binding obligations. From this perspective, the territorialization of the law marks an evolution in public actions that, sometimes ambivalently, articulates divergent interests.
