Germany’s influence over the running of the European Union exceeds that of any other Member State. If it is opposed to a project – such as the creation of a budget for the eurozone – then it will block it. Conversely, without the support of the German government, the EU would have been unable to adopt an ambitious recovery plan during the Covid-19 pandemic. Until now, Germany has been a somewhat reluctant to take on this leadership role in Europe. However, Russia’s war of aggression against Ukraine, and the geopolitical upheavals accompanying it, are now forcing Germany to review its position – though without abandoning the fundamentals of its European policy.

Inversement, sans le soutien du gouvernement allemand, l’Union n’aurait pu adopter un ambitieux plan de relance pendant la pandémie de Covid-19. Ce rôle de leader en Europe, l’Allemagne ne l’a assumé jusqu’à présent qu’avec réticence. Or, la guerre d’agression russe contre l’Ukraine ainsi que les bouleversements géopolitiques qui en découlent la contraignent désormais à revoir son positionnement, sans pour autant renier les fondamentaux de sa politique européenne.
