International overview of Drug Consumption Rooms - 2025.

23

Drug consumption rooms (DCRs) are harm reduction facilities where drug users can consume drugs under the supervision of health professionals, social service professionals and, in some cases, peer workers. Created in the 1980s, they aim to prevent overdoses and infections, while promoting access to care and various medico-psycho-social services. They also contribute to improving order and security in public spaces. There are over two hundred DCRs, mainly in Europe and North America. Four different models exist: fixed, care-network integrated, mobile, and peer-run. DCRs have demonstrated their effectiveness in preventing fatal overdoses, while lowering costs for public health systems and reducing public nuisance. Despite their success, France is still lagging behind, with only two DCRs in operation since 2016. This raises questions about the political commitment to harm reduction.
