The Indian administration, heir to the colonial era, is now under review. Even if it proved its worth during the fîrst four decades of national construction, its resistance to reform now makes it the scapegoat for the failure of structural adjustment policies and of India’s integration in the world system. Is it necessary to reinvent the Indian public service? The Empire of the Babus seems to be at a crossroad. Since India opened up to the world market in 1991, it now has to make important changes both in the composition and in the opérations of its bureaucracy. The rime for reform has arrived but changes have barely begun.
