Great powers do not have a monopoly over soft power: the Nordic countries also use their image to support their foreign policies. Through administrative organisations with a strong emphasis on cooperation with civil society, their public diplomacies have been set up in response to economic, foreign policy and identity concerns. However, this approach is likely to evolve as a result of divisions within the Nordic societies and changes in the international context.
