The manners in which societies communicate the problems they face, including the language selected and the ways these issues circulate in popular discourse, are tremendously important for the study of public policy. How issues are “framed” in policy narratives not only reflects societal understandings of what those issues are but also shapes the range of solutions audiences perceive to be possible. Narratives and the frames that comprise them also are the fields on which policy contests are waged and fought. As such, students and practitioners of public policy must be keenly aware of how the issues they address are communicated across contexts. In this paper, we discuss why studying narratives can augment policy research and practice. We then provide steps for simple assessment of how such texts are structured and arrayed. To illustrate, we will draw from our current narrative research exploring policy discourse related to menopause in France, the United Kingdom, and United States.
