In Brazil, since the Federal Constitution of 1988, cities have gained a great autonomy leading to a proliferation of participative experiments, specifically in cities governed by left wing parties. Starting from the concepts of deliberative and dialogical democracy, as well as the concept of interactive urban governance, we propose to discuss the experiments of participative budgeting and of popular councils in the cities of Porto Alegre and Santos, as well as the model of collaborative community development implemented in Curitiba, which includes new forms of community participation within a new public management model.
