In France, policy evaluation has been increasing for almost forty years. Nevertheless, there are calls for more and better-quality evaluation as well as for greater democratization, although a process of institutionalization has been taking place for more than thirty years. These two astonishing facts are the starting points for this article. The first part analyzes the behaviors of those who ask for an evaluation, exploring the hypothesis of risk avoidance. The second part will discuss the epistemic dimension of public policy, based on the idea that policy evaluation calls for different academic disciplines and should be considered as a boundary object.
