This article aims to shed light on the solidity of a theory generally known as the Social Investment Strategy. Based on simple ideas (devoting a majority of resources to children and young people) and catchy slogans (an ounce of prevention is worth a pound of cure), the strategy sets out partial objectives yet fails to provide any vision of what the theory might become once put into practice. This article sets out to sketch out such a vision by studying the consistency of the Social Investment perspective within its scope of action. This level of reality will be explored through the prescriptive reports issued by major institutions at the global, regional, and local levels, and by addressing the structures for reform already in place, particularly in France. The article demonstrates that nowadays, the Social Investment perspective, having been tested on the ground, has gained traction to the extent that it has become a serious option for an alternative collective imagination.
