Given that governments in central and eastern Europe have been very reluctant to accept the decentralization entailed by joining the European Union, this article examines the governance of regional policies that has emerged following enlargement and the possible factors of change. The Czech Republic, chosen as an example, was among the few countries that engaged in decentralization, even though its political culture and practices remained very centralized. In this country, the governance of regional policies and changes to it have come out of a power play between three parties: the national executive, the European Commission, and regional actors (mostly regional authorities but also regional administrations). The weight, resources, and level of involvement of these three parties in defining the mode of governance of regional policies changed significantly from the first to the second programming period.
