The present research main objective is to formulate a theory of action on the processes of construction of knowledge, based on the action science, on implicit theories of managers of small and medium enterprises (SMEs). Qualitative methodology and design took place for business discussions and depth interviews with processing information through the scale of inference. The results represent the components of the manager’s theory of action: guiding principles, assumptions and action strategies. Action strategies were rebuilt regarding, supported by the definition of the regulatory framework for the promotion of changes in the theory in use.
