If there is one subject on which the idea of a "humanitarian community" can have any meaning–even more than that of an "international community"–it is on mass crimes, so great is the extent to which these practices affect humanity as a whole. However, with tragedies forgotten "in national interest," the reality appears to be a far cry from the ideal. This article investigates this disparity. Whether the issues involve criteria for humanitarian empathy, the nature of interventions and action to be taken in these circumstances, or what responsibilities are involved, this paper highlights how much this topic still needs to be reflected upon.
