While this can be attributed to the practices of the parties involved, it is evident that this increasingly systematic recourse contributes to defining the powers of the administrative judge in this matter. Thus, at the intersection of appeals concerning abuse of authority and full litigation, administrative judges clarify their role and demonstrate pragmatism in monitoring the execution of their decisions. Faced with the imposition of “record” penalties, questions have arisen regarding the appropriateness of the enforcement measures.
