Evaluation regarding the integration of services is orientated towards a specific goal: good evaluation of service users’ needs in order to plan better integrated care. Integration is defined as giving lasting coherence to different dimensions of the health and social service system with other services needed for health and for the well-being of users in general and of a particular type of service user. This last dimension is the most important. In an integrating perspective, evaluation is only a temporal part of a process of intervention, a process that enables advice, therapy adapted to users’ needs, taking its starting point from an objectified and thus discussable reading of their situation. The act of evaluation aimed at integration has two functions: the first is to identify need, the second to create coherency in the organizational response to these needs. It involves intervening to obtain agreement on the part of the service user and obtain formal consent to operational decisions that are deduced from the evaluation.
