The multiplicity of group identities leads to practices of "patronage democracy" in the distribution of public goods. This may lead to decentralized policies having perverse effects: impoverished populations may be encouraged to seek the benefits of targeted policies rather than mobilize in favor of improved education and public health. The delicate balance between targeted policies and universal pro-poor policies has yet to be found.
