In 2002, neighborhood judges were appointed in France in order to resolve “small disputes of daily life”. This article addresses the political goals underlying this change. Whereas the reform is often presented as a presidential whim, it is, in reality, the outcome of a long process that rests both on a very specific interpretation of the crisis in justice, and on the determination to transform the judiciary’s management of conflicts. In addition, the imposition of such a reform, within the framework of a reluctant professional environment, necessitated reviewing the content of this activity and the profile that these new judges should possess.
