On September 6th, 2017, the French Overseas Community Council (Collectivité d’Outre-mer) of Saint-Martin was hit by Hurricane Irma. The national authorities put in place a strategy aiming for a sustainable recovery of the territory. This article will focus on the implications of this concept for post-disaster reconstruction processes. The case of Saint-Martin, where problems and issues are concentrated, illustrates how the notion of a sustainable recovery reveals the power relations that are exercised at several levels in a post-disaster period.
