From an empirical case study in the Niger delta, Nigeria, this article aims to highlight the difficulties created by the implementation of a development principle assigning to oil companies not only an economic and social function, but also a political role. Field studies show that the intermediation of NGOs is not sufficient to compensate for the failures of local administrations, and that development initiatives cannot be thought outside of the State.
