This article analyses the evolution in 2006 in European gender equality policy, almost ten years after the 1997 adoption of Article 13 of the Treaty of Amsterdam forbidding all discrimination on grounds of sex, race or ethnic origin, religion or belief, disability, age or sexual orientation. The inclusion of sex in Article 13 did more to dilute it in all the other “categories” than it did to make it possible to extend its scope beyond the workplace. This study is based on a comparison of the official texts of the European Union ( eu), notably the last 3 Community Action Programmes ( cap) adopted since 1996 and the last three regulations of the European Social Fund since 1994.
