‪The aim of this article is to historicize the notion of migration deterrence policy at the level of African States, and in Mali in particular, after independence and during the 1960s. It sheds light on and documents this policy through the life story and career of a field administrator, El Hadj Koma Coulibaly, head of the Garalo district in the Sikasso region. After showing how mobility is part of Koma’s personal and professional trajectory and that of his family, the article highlights his action in the fight against exodus, his hopes, disappointments and disillusions, and his view of the management of public affairs by Mali’s central government in the first three decades of independence.‪
