The goal of this paper is to determine the reasons for the failure of attempts at the juridicization of economic and social life in Haiti. Several aspects are considered: the motivations of the actors, the representations of the law as the basis of their approaches, and the structural vulnerability unfavorable to the maintenance of the legal system in Haiti. The paper also addresses the conditions for the effectiveness and efficiency of any legal system resting on the principle of legality.
