Do Participative Processes Transform Representations of Their Role and Territory in Rural Elected Officials? - 2012.

68

This paper considers the consequences of the failure of traditional decisionmaking processes, the evolution of the role of local elected councillors and their perception of their territories. The paper starts from the existing tension between the way decision-makers perceive their own role and the demands for dialogue expressed by stakeholders. The paper shows how opponents to local authorities’ projects bear upon the decision-making process and force local decision-makers to negotiate. Finally we examine the consequences of the on-going dialogue in terms of its apprenticeship role for decision-makers thanks to the time for reflexion involved.
