The land tenure in the Sahel region of Africa features an imbrication of norms and authorities mixing informal local practices (admitted by populations) and legal regulations reinforcing the State power on most of the land. This pluralism regarding land regulation persists because it continues to make sense for the actors. According to their specific and diversified perceptions, and to what they mobilize and interpret, actors (users and regulating authorities) give sense to a plurality of land regulations. This paper first proposes an analytical framework providing a conceptualisation of the actors’ perceptions diversity and a plurality of land regulations for the access to natural resources. Then it presents the results of a test of this analytical framework with fieldwork in Senegal.
