This paper addresses the case of feminist planning through the circulation of urban models, with the example of three French cities. The processes of agenda setting and implementation for this gender-sensitive city planning show how equality advocates act in a context of competition between cities. Since the legal framework of gender mainstreaming in French cities is blurry and unenforced, cities wishing to develop such policies need to look to pioneer cities for models and good practices. Local adoption entails experimentation and the recruitment of a network of scholars and activists in the quest to drive innovation. Yet there is always the risk of feminist urbanism quickly becoming a routine component of ordinary urban planning specifications, and hence losing its significance.
