China offers a unique terrain to analyze the issue of transit and land-use planning coordination: while the country is experiencing rapid urbanization, its government has launched an ambitious programme to build new systems of urban public transport. The creation of these new infrastructures has become an opportunity to redefine the objectives of urban policies, including the search for a better integration between transport projects and urban development. This article analyzes the issues and limitations of this ‘golden opportunity’ by confronting it to the specificities of urban policy making in China. After presenting how the transit and land-use planning coordination has become a point of reference for public action, the paper dissects legal and operational tools, and the new forms of governance established in order to address its implementation - between imported solutions and local innovations. Finally, the identification of the hindrances to the development of this new model makes it possible to put the Chinese case into perspective.
