In 2008, a new political figure appeared in the French public sphere: the illegal worker. This article briefly describes this development before exploring the transformations in public policy and institutional practices that—short of naming it—contributed to the emergence of the category of illegal workers. Subsequently, some movements, especially strikes, identified with illegal workers, and this identification had consequences and contradictions that will be explored in the rest of the article.
