This article starts with the ethnography of an external work meeting between the agents of a Malagasy town and their foreign “partners.” In it we see a struggle between those who think that the legitimate scale for making decisions about the town’s “development” is at the local level and those who believe it is the transnational level. Outside interference and resistance to interference observed here can be understood as results of individual and collective relationships of domination as well as behaviors that have been tested and negotiated over the course of professional and activist careers.
