Recent incidents of police brutality in the United States and in France invite us to reexamine how the role of the police has evolved over time. The shift from an obligation to ensure public safety to a new, hazier objective focused on security has obscured the police’s mission and may explain many of its excesses. We cannot consider police issues solely from a practical standpoint; we must also rethink the meaning of the police’s role in a democracy.
