Terrorism and democracy: the Examples of the Basque and Catalan People The Spanish Basque country and Catalonia are two Spanish regions in which separatist movements have developed. But that is where the similarity ends. The Spanish Basque country, on one hand, is characterized by the existence of an armed organization (ETA) which resorts to violence to obtain independence, even though the Spanish democratic system allows for elections on the question of autonomy to be held. In Catalonia, on the other hand, separatist terrorists have laid down their arms. The contention with the Spanish government is not enough to explain this difference. Rather, the internal political conditions in each social group are decisive in this analysis. In the French Basque country, quite different from the Spanish context, terrorist groups carry out bomb attacks against real estate property. They have refrained until now from killing, but are creating a breeding ground for an absolutist view toward the protection of the Basque territory.
