India is today one of the world’s leading arms importers as its Defense Technological and Industrial Base (DTIB) is unable to cover all the force’s needs. The analysis of India’s main partnerships is a good indicator of the current nature and level of dependency of Indian industry. Russia and Israel have become strategic partners of India by establishing themselves as trusted suppliers quickly responding to their capability needs. Arms purchases from the United States are essentially motivated by diplomatic reasons and because Washington offers capabilities unavailable elsewhere. In order to reduce this import dependency, the Narendra Modi government has launched a program to bring the private sector into the DTIB and promote the design and local production of weapons. A policy that, however, struggles to produce results and which faces the urgency and magnitude of the military’s needs.
