In March 2020, China sent its first shipments of masks to Ethiopia, deploying, at the same time, what has been called the “diplomacy of masks”. In February 2021, it was the turn of “vaccine diplomacy”. This internationalization of Chinese health policy has accelerated since 2013 with the launch of the New Silk Roads project, and then with Chinese intervention in West Africa in the context of the Ebola pandemic. As a plural health actor, with strategies and modalities of intervention that are just as plural, China has consequently developed a geopolitics of health in Africa that exemplifies the ambitions of this country on the global health scene. These generate competitions as well as rivalries between the world’s major health powers.
