This article attempts to describe and understand an ongoing process that links the creation of places for keeping things out— “outplaces”—with a new sense of the foreigner, whose otherness, no longer defined primarily as cultural or ethnic but bio-political, is absolute foreign-ness. We also attempt to understand what kinds of future worlds are being invented in these areas and situations where existence is “on the edge.”
