In this paper, we discuss the limitations to the implementation of health as a human right on an international scale. We use a typology suggested by Kaul, Grunberg, and Stern (2002) with an aim of understanding current limits to international cooperation in the supply of global public goods. We show that in the case of health, these limits can be analyzed as an institutional deficiency.
