This paper proposes to show how the concepts of social development, local development, and territorial development, which often intermingle albeit in a confused manner, were built through the actions of decision makers, experts, and activists. It also considers what theorizations of this process were generated by researchers. Finally, it examines both their backgrounds as regards population and their prospects based on the political decisions that control them.
