Global firms create competition between locations in such a way as to optimize their localization advantages. What can local actors do to avoid falling into total dependency? This paper presents the limits of traditional attractiveness policy and defines that policy. This allows firms to be involved in a common project alongside all local actors in an approach favoring sustainable firm-location synergy.
